Competency assessment infrastructure

Measuring whether someone can actually do the work.

Mensurion is being built to deliver high-stakes competency evaluation for healthcare credentials — written and oral knowledge testing, hands-on skills evaluation, and the evaluator network that makes skills testing real rather than theoretical.

We are not yet operating. This page describes what is being built and where it stands.

CUT SCORE NOT YET COMPETENT COMPETENT SCORE
Fig. 1 — Illustrative. An examination exists to place one line, and to defend it. Everything else — the items, the evaluators, the security, the records — is what makes that line hold.

What Mensurion is building

Five capabilities, one system

Assessment software is a commodity. What is scarce in regulated healthcare testing is everything around it — qualified evaluators, defensible scoring, secure administration, and people who understand how these programs are audited.

01 — Instrument

Item banking and psychometrics

Versioned item banks with retirement tracking, item performance statistics, and the response data required to set and defend a cut score.

02 — Delivery

Secure administration

Candidate identity verification, proctoring, tamper-evident logging, chain of custody on exam materials, and score reporting with an appeals trail.

03 — Skills

Performance evaluation

Structured skills checklists, randomized task selection from a defined pool, and evaluator calibration so two evaluators reach the same result.

04 — People

Evaluator network

Recruiting, credentialing, scheduling, and retaining licensed clinical evaluators. This is the constraint in every skills-testing program, and it is the hardest part to copy.

05 — Access

Language capacity

Oral examination and evaluation in languages candidates actually speak. Pass rates by test language are a published metric in California; access is measurable, not aspirational.

06 — Operations

Candidate operations

Eligibility verification, scheduling, document review, and results support — the administrative layer that determines whether a candidate ever reaches a test seat.

Design standard

Built to survive an audit, not just a demo

A quiz engine and a credentialing examination look similar on screen and are entirely different underneath. Mensurion is being built against the second standard from the first version, because retrofitting defensibility is not possible.

Federal floor
42 CFR Part 483, Subpart D. The federal requirements governing nurse aide competency evaluation — who may administer, who may evaluate, and what the evaluation must contain.
Target conformity
ISO/IEC 17024. The international standard for bodies certifying persons. Building toward conformity from the start rather than seeking it retroactively.
Scoring
Defensible cut scores. Standard-setting backed by retained item response data, documented method, and a record that withstands challenge.
Security
Chain of custody end to end. Item exposure control, secure transmission, tamper-evident logs, and defined incident handling.
Evaluators
Licensed, trained, calibrated. Credential verification on file, structured training, periodic recalibration, and conflict screening on every assignment.
Records
Retention and reporting. Candidate records, outcome reporting to the credentialing authority, and audit access built in rather than bolted on.

Who this serves

Three buyers, one machine

Training programs

Schools and academies

Programs that need defensible internal assessment, or that want their candidates tested without sending them across a region to find a seat.

Employers

Facilities and health systems

In-house competency verification for staff, structured to the same standard as external credentialing rather than a checkbox form.

Credentialing bodies

Agencies and vendors

Regional delivery capacity — sites, evaluators, and event operations — for organizations that own an examination and need it administered reliably.

Where it stands

A staged build, honestly dated

Mensurion is early. The sequence below is the actual plan, not a marketing timeline. Each phase has to finish before the next one is credible.

I

Platform and method

Build the assessment engine to the standard above. Establish item development method, scoring approach, and security model. Pilot with real assessments under real conditions.

Underway
II

Evaluator network

Recruit and calibrate a regional bench of licensed clinical evaluators. Prove reliable coverage, including on weekends, which is when skills testing actually happens.

Next
III

Formation and leadership

Company formed and operated by its owner-operator, a Marine Corps veteran completing a nursing degree. Operating control sits with the person running it.

On RN licensure
IV

Contracted delivery

Serve credentialing bodies and agencies as an operating delivery partner, with a performance record behind the proposal rather than a promise in front of it.

Following

Governance

Independence, stated plainly

Mensurion is being organized as a separate company from any training program, with its own ownership, governance, books, and staff. Where a relationship to a training organization exists, it is disclosed rather than obscured.

  • Mensurion does not assess candidates from any training program it is affiliated with, for any credential where the outcome matters.
  • Evaluators are screened for conflict on every assignment, and assignments are logged.
  • Any transaction with an affiliated organization is written, at arm's length, and priced as it would be for a stranger.
  • Operating control, contracting authority, and banking sit with Mensurion's own leadership.

Early conversations welcome

If you run a training program, a facility, or a credentialing operation and want to talk about what reliable competency testing should look like in your region, we would like to hear from you.
